2017 · GS Paper 1 · Q9 · 10 marks

In the context of the diversity of India, can it be said that the regions form cultural units rather than the States ? Give reasons with examples for your viewpoint.

In short

In most of India, regions shaped by dialect, history and ecology are the truer cultural units, while States are political frames drawn mainly on language. Telangana's separation from Andhra Pradesh in 2014, despite a shared Telugu tongue, shows that language alone does not make a cultural unit.

Introduction
India's States were drawn mainly on language in 1956 and can be redrawn under Article 3, but Bernard Cohn (1967) showed that Indian regions are also defined by dialect, history and ecology. In most of India the region, not the State, is the truer cultural unit.
Why Regions Are the Truer Cultural Units
•

Regions cross borders

Bundelkhand spans Uttar Pradesh and Madhya Pradesh, and Konkan runs through Maharashtra, Goa and Karnataka.

•

One State, many cultures

Uttar Pradesh holds Awadh, Braj and Purvanchal, and its Assembly voted in 2011 to split it into four States.

•

Language is not enough

Telangana separated from Andhra Pradesh in 2014 despite a common Telugu tongue, owing to its distinct Nizam-era history.

•

New States follow regions

Jharkhand, Chhattisgarh and Uttarakhand (2000) were carved out on tribal and hill identities, and the Bodo Accord (2020) recognised Bodoland within Assam.

Where States Match Cultural Units
•

Linguistic nationalities

Odisha, Kerala and Tamil Nadu largely coincide with one language, literature and cinema.

•

Movements fused culture and State

The Samyukta Maharashtra movement produced Maharashtra and Gujarat in 1960, and the Dravidian movement tied Tamil identity to Tamil Nadu.

•

Regions fit inside States

Adding Maithili to the Eighth Schedule in 2003 met Mithila's demand without a new State.

Conclusion
The region is India's deeper cultural unit and the State its political frame, which sometimes fits and often does not. Article 3's flexibility, which created States like Telangana peacefully, keeps this diversity a source of strength.
