2017 · GS Paper 1 · Q3 · 10 marks

Why did the ‘Moderates’ fail to carry conviction with the nation about their proclaimed ideology and political goals by the end of the nineteenth century?

In short

The Moderates lost the nation's conviction because their loyal petitions won little, their goal stayed modest and their base elite, while famine, plague measures and repression exposed colonial rule. The Indian Councils Act of 1892 gave councils no real power, and Tilak's sedition sentence in 1897 made protest look futile.

Introduction
Aurobindo's "New Lamps for Old" (1893-94) charged that the Congress spoke only for a narrow middle class. By the 1890s, the Moderates' loyal, gradual creed was losing conviction, for reasons in their own approach and in a harsher colonial reality.
Limits of the Moderate Ideology and Method
•

Contradiction at the core

They exposed the drain of wealth, yet called British rule "providential", so the critique undercut the loyalism.

•

Meagre returns

The Indian Councils Act, 1892, gave members no vote on the budget, and the 1893 resolution for simultaneous civil service examinations was never implemented.

•

Modest goal, elite base

They sought posts and councils, not freedom, through petitions and an annual three-day session with no programme for peasants or workers.

A Harsher Colonial Reality in the 1890s
•

Famine and plague

The famines of 1896-97 and the harsh Poona plague measures, which ended in the Chapekar brothers shooting W.C. Rand in 1897, showed an indifferent Raj.

•

Repression

Tilak's sedition sentence and the deportation of the Natu brothers (1897), then the 1898 tightening of Section 124A, made constitutional protest look futile.

•

A rooted rival idiom

Tilak's Ganapati (1893) and Shivaji (1895) festivals reached ordinary people, and Ethiopia's victory at Adwa (1896) dented European invincibility.

Conclusion
Loyal methods brought little relief while famine and repression revealed the real Raj, so conviction shifted to bolder leaders such as Tilak. Still, the Moderates' economic critique became the base the Extremists and Gandhi built upon.
