2017 · GS Paper 3 · Q5 · 10 marks

What are the reasons for poor acceptance of cost-effective small processing unit ? How the food processing unit will be helpful to uplift the socio-economic status of poor farmers ?

In short

Small processing units see poor uptake because poor farmers lack credit, market linkage, steady raw material, reliable power and awareness of tested designs. Where they work, as with Kudumbashree or Sahyadri Farms, they let farmers capture value, avoid distress sales and gain income and social standing.

Introduction
Over 86% of India's holdings are small or marginal (Agriculture Census 2015-16), and such farmers sell raw produce at harvest lows. Low-cost units like mini dal mills and solar dryers can add value in the village, yet uptake is poor.
Reasons for Poor Acceptance of Small Units
•

Credit and risk

Farmers lack collateral and working capital, and most micro food units stayed outside bank credit until PMFME began in 2020.

•

No market linkage

Unbranded output without packaging or an assured buyer cannot compete with established brands, so many units fall idle after the local market fills.

•

Seasonality and skills

Harvest-only operation on erratic power stretches payback, and few farmers know tested designs like ICAR-CIAE's mini dal mill.

How Processing Units Uplift Poor Farmers
•

Value capture

Selling dal instead of whole pulses keeps the margin at home; S4S Technologies' solar dryers have helped women farmers in Maharashtra sell dehydrated produce.

•

No distress sale

Shelf-stable products let farmers wait for better prices and cut losses valued at about ₹1.53 lakh crore a year (NABCONS, 2022).

•

Women's empowerment

Kudumbashree's food enterprises in Kerala show processing builds women's income and voice; PMFME seed capital reached 1,03,201 SHG members (PIB, 2025).

•

Collective strength

Sahyadri Farms in Nashik pays members better prices through shared processing.

Conclusion
Small units fail when they stand alone but succeed inside SHGs, FPOs and district clusters. So supported, they turn the small farmer from a price-taker into a village entrepreneur.
