2021 · GS Paper 4 · Q4(b) · 10 marks

In case of crisis of conscience does emotional intelligence help to overcome the same without compromising the ethical or moral stand that you are likely to follow? Critically examine.

In short

Emotional intelligence helps an officer overcome a crisis of conscience without compromise by separating conscience from fear, curbing impulse and finding lawful alternatives, but it is morally neutral and can also rationalise surrender. Ashok Khemka's stand after cancelling the Vadra-DLF mutation in 2012 shows EI-backed resilience.

Introduction
A crisis of conscience arises when an order collides with what an officer believes is right. Emotional intelligence (EI) does not supply the moral stand, but it decides whether that stand survives fear and pressure.
How EI Helps Hold the Moral Stand
•

Conscience versus fear

Self-awareness separates a genuine moral signal from fear of a transfer, so the officer acts on principle.

•

Time for reason

Self-regulation prevents an emotional hijack; she can seek an oral direction in writing, as the CCS (Conduct) Rules, 1964 allow.

•

A lawful middle path

Empathy for the superior's pressures helps her offer a legal alternative instead of a confrontation.

•

Enduring the cost

Resilience sustains a stand, as Ashok Khemka showed after cancelling the Vadra-DLF mutation in 2012 despite repeated transfers.

Limits of EI in a Crisis of Conscience
•

Morally neutral skill

EI can rationalise surrender through moral disengagement: "my superior asked me".

•

Numbed conscience

Over-regulation breeds detachment; Arendt's Eichmann (1963) was a calm functionary of evil.

•

Empathy can mislead

Paul Bloom's *Against Empathy* (2016) warns that feeling for the person in the room can override fairness to the absent many.

•

Structural risk

Satyendra Dubey, killed in 2003 after exposing Golden Quadrilateral graft, needed protection, hence the Whistle Blowers Protection Act, 2014.
