2025 · GS Paper 4 · Q6(a) · 10 marks

It is said that for an ethical work culture, there must be code of ethics in place in every organisation. To ensure value-based and compliance-based work culture, what suitable measures would you adopt in your work place?

In short

An ethical work culture needs value-based measures such as a co-drafted code of ethics, leading by example and dilemma-based training, alongside compliance measures such as enforced conduct rules, safe reporting and transparency. Rules set the floor while internalised values, drawing on the Nolan principles, raise the ceiling.

Introduction
Lynn Sharp Paine contrasted a compliance strategy, which deters wrongdoing through rules, with an integrity strategy, which builds the will to do right. A code of ethics states the values and a code of conduct enforces the floor, so as head of my office I would build both together.
Measures for a Value-Based Work Culture
•

Co-drafted code of ethics

A short code framed with staff, drawing on the Nolan principles and the 2nd ARC's report Ethics in Governance (2007), makes values owned rather than imposed.

•

Leading by example

Refusing gifts and declaring my own conflicts of interest makes value internalisation possible for juniors.

•

Training and recognition

Case-based iGOT Karmayogi modules build judgment, and public recognition of honest work, like the PM's Awards for Excellence, shows integrity pays.

Measures for a Compliance-Based Work Culture
•

Clear rules, sure consequences

The CCS (Conduct) Rules, 1964 would be summarised as do's and don'ts, with prompt, proportionate action on breaches.

•

Safe reporting

A channel modelled on the Whistle Blowers Protection Act, 2014 would protect those who report wrongdoing from reprisal.

•

Dignity at work

An Internal Complaints Committee under the POSH Act, 2013, rooted in Vishaka (1997), and a time-bound staff grievance system would protect every employee.

•

Transparency by design

e-Office, suo motu disclosure under Section 4 of the RTI Act and internal audits shrink discretion and expose irregularities early.

Conclusion
Compliance sets the floor and values raise the ceiling. Fusing both turns a code of ethics from a framed document into everyday conduct that sustains public trust.
