Discuss the impact of Macaulay's Minute on colonial administration and education in India.

In short

Macaulay's Minute of 1835 created an English-educated intermediary class that staffed colonial administration and later led nationalism, while it neglected mass and vernacular education. Its downward filtration failed, leaving literacy at about 18% at the 1951 Census.

Introduction
Macaulay's Minute of 2 February 1835 decided the Orientalist-Anglicist debate in favour of English, seeking a class "Indian in blood and colour, but English in taste". Bentinck's resolution of March 1835 made it policy.
Impact on Colonial Administration
•

English as the language of power

Persian was dropped from courts and revenue work in 1837, and Hardinge's resolution of 1844 gave English-educated Indians preference in government jobs.

•

Intermediary class

Clerks, deputy collectors and pleaders let a small British cadre run a vast empire cheaply, and Macaulay's 1854 report made ICS recruitment an open competition in liberal education.

•

Unintended challenge

The same class, led by men like Naoroji and W.C. Bonnerjee, used Western liberal ideas to found the Congress in 1885.

•

Elite focus

Funds went to English schools and, after Wood's Despatch, to the universities of Calcutta, Bombay and Madras in 1857, expecting learning to filter down.

•

Decline of indigenous learning

William Adam's reports found village pathshalas across Bengal, yet they lost patronage, which Gandhi called the uprooting of "the beautiful tree".

•

Mass illiteracy

Filtration failed, and literacy stood at about 18% at the 1951 Census.

•

Modern knowledge

Yet English opened science, rationalism and liberal thought and became a link language for a national public.

Conclusion
The Minute built an English-speaking administrative class that served the Raj and then challenged it, while starving mass and vernacular education. Nai Talim and the mother-tongue emphasis of NEP 2020 are still corrections of 1835.
