2015 · GS Paper 4 · Q2(a) · 10 marks

Given are two quotations of moral thinkers/philosophers. For each of these, bring out what it means to you in the present context: "The weak can never forgive; forgiveness is the attribute of the strong."

In short

To Gandhi, forgiveness is the free choice of someone strong enough to retaliate, while the weak merely submit out of fear. Gladys Staines forgiving her family's killers in 1999 while leaving punishment to the courts shows forgiveness without condoning the wrong.

Introduction
Gandhi, who never hated the empire that jailed him, held that forgiveness is not the surrender of the wronged but the free choice of someone strong enough to retaliate who decides not to.
What the Quote Means
•

Strength as Precondition

Only one who can resent or punish can truly pardon; the "forgiveness" of the weak is usually submission born of fear.

•

Mastery over Anger

Forgiving demands Self-Regulation over hurt and ego, which is why the Gita (16.3) counts kshama among divine qualities.

•

Not Condoning the Wrong

Gandhi separated the sin from the sinner, so forgiving releases resentment without erasing the wrong.

What It Means in the Present Context
•

Personal Life

Gladys Staines forgave the men who burned her husband and two sons in Odisha in 1999, leaving punishment to the courts, and her calm helped heal the region.

•

Public Administration

An officer answers an abusive protester or a junior's honest mistake with patience, not vendetta, but cannot "forgive" a fraud on public money held in trust.

•

Between Nations

Mandela's Truth and Reconciliation Commission (1995) and India's return of about 93,000 prisoners of war after the Simla Agreement (1972) show magnanimity as a choice open only to the strong.

Conclusion
To me, the quote means that forgiveness is courage and self-mastery, not helplessness, and that it belongs to personal resentment, not public accountability. A civil servant who forgives slights against himself but never wrongs against citizens lives Gandhi's ideal and upholds constitutional morality.
