2018 · GS Paper 1 · Q12 · 15 marks

Discuss whether formation of new states in recent times is beneficial or not for the economy of India.

In short

New states have benefited the economy where governance improved, as in Uttarakhand, Chhattisgarh and Telangana, but imposed costs where instability or a lost capital intervened. Jharkhand saw President's Rule three times by 2013, while residuary Andhra Pradesh lost Hyderabad's revenue base.

Introduction
Chhattisgarh, Uttarakhand and Jharkhand (2000) and Telangana (2014) were created to end regional neglect. With demands for Vidarbha and Gorkhaland still alive, their economic record is mixed.
How New States Have Benefited the Economy
•

Targeted industrial policy

Uttarakhand used the 2003 central industrial package and SIDCUL estates at Haridwar and Pantnagar to become a manufacturing base.

•

Closer governance

A capital at Raipur brought decision-makers nearer to a neglected hinterland, and Chhattisgarh's reformed public distribution system after 2004 became a national model.

•

Control over resources

Telangana, keeping Hyderabad, used TS-iPASS single-window clearance (2014) and Mission Kakatiya tank restoration to push IT investment and irrigation.

Where New States Have Burdened the Economy
•

Instability squanders endowment

Mineral-rich Jharkhand saw President's Rule three times by 2013 and mining scams, and its growth lagged its potential.

•

Residuary losses

Andhra Pradesh lost Hyderabad's revenue base, never got special category status, and began a costly capital at Amaravati.

•

Duplication and disputes

New capitals and cadres cost money, while Krishna waters and Schedule IX institutions remain disputed.

Way Forward
•

Viability test

A Second States Reorganisation Commission should weigh fiscal capacity and administrative cost before any new state, and statutory deadlines should settle asset division.

•

Decentralise first

Development boards under Article 371(2) can address neglect without new borders.

Conclusion
New states have helped the economy where governance improved, as in Uttarakhand and Telangana, and hurt it where instability or a lost capital intervened. Governance, not size, decides prosperity.
