2019 · GS Paper 4 · Q11 · 20 marks

In one of the districts of a frontier state, narcotics menace has been rampant. This has resulted in money laundering, mushrooming of poppy farming, arms smuggling and near stalling of education. The system is on the verge of collapse. The situation has been further worsened by unconfirmed reports that local politicians as well as some senior police officers are providing surreptitious patronage to the drug mafia. At that point of time a woman police officer, known for her skills in handling such situations is appointed as Superintendent of Police to bring the situation to normalcy. If you are the same police officer, identify the various dimensions of the crisis. Based on your understanding, suggest measures to deal with the crisis.

In short

The crisis has security, economic, social and governance dimensions, from narco-terror and a poppy economy to stalled schooling and political patronage of the mafia. The SP should verify the patronage discreetly, strike the money under the NDPS Act and PMLA, seal routes and rehabilitate farmers and children.

Introduction
This frontier district faces a captured system in which narcotics, terror money and political patronage feed one another, and the new woman SP must first map every dimension of it.
Various Dimensions of the Crisis
•

Security

Drug money funds arms smuggling, the narco-terror link that threatens national security.

•

Economic

Poppy farming and laundered money form a parallel economy that gives farmers a stake in the mafia.

•

Social

Stalled schooling exposes children to addiction and work as couriers.

•

Governance and ethical

Patronage by politicians and seniors signals Regulatory Capture. The dilemmas are Due Process vs Public Interest, since the reports are unconfirmed, and Hierarchical Loyalty vs Constitutional Duty.

Measures to Deal with the Crisis
•

Trusted team

Verify the patronage reports discreetly and send evidence to the DGP and NCB.

•

Follow the money

Forfeit illegal property under the NDPS Act, 1985, and bring in the ED under PMLA.

•

Seal routes and wean farmers

Joint checkpoints with the BSF, crop destruction with alternative livelihoods.

•

Children and demand

Reopen schools, start Student Police Cadet units [scheme], and use Nasha Mukt Bharat Abhiyaan (2020) [scheme] and the MANAS helpline 1933 (2024) [scheme].

•

Hold the line

Act on evidence despite pressure, as Manipur officer Thounaojam Brinda [officer] did in 2018.

Conclusion
Breaking the nexus by evidence while giving farmers and children a future restores both the rule of law and the people's trust in it.
