2020 · GS Paper 4 · Q2(b) · 10 marks
What are the main components of emotional intelligence (EI)? Can they be learned? Discuss.
In short
Emotional intelligence has five main components, self-awareness, self-regulation, motivation, empathy and social skills, and all can be learned through practice, feedback and training, though temperament sets limits. Delhi's Happiness Curriculum (2018) and Mission Karmayogi (2020) teach these skills deliberately.

Self-awareness
Knowing one's triggers lets an officer catch defensiveness before it shapes a decision.
Self-regulation
Managing impulses prevents an Emotional Hijack, where impulse overrides reason.
Motivation
Inner drive kept E. Sreedharan's team on course to finish the Delhi Metro's first phase ahead of schedule in 2005.
Empathy and social skills
Reading citizens' feelings and persuading them turned villagers' hardship into Armstrong Pame's 100 km "People's Road" in Manipur in 2012.
Plastic, not fixed
Unlike fairly stable IQ, EI rests on habits that practice can rewire, as Goleman argues.
In schools
Delhi's Happiness Curriculum (2018) and Yale's RULER approach teach children to recognise, label and regulate emotions.
In service
Mission Karmayogi (2020) builds behavioural competencies such as empathy into civil-service training, and Vipassana at Tihar Jail helped inmates manage anger.
Limits
Temperament is partly inherited, adult empathy is hard to teach, and one-off workshops fade without sustained practice and a supportive culture.
