2021 · GS Paper 1 · Q13 · 15 marks

“There arose a serious challenge to the Democratic State System between the two World Wars.” Evaluate the statement.

In short

The statement is largely valid, as most democracies created after 1919 fell to fascist or authoritarian rule by 1939 amid the Depression and fragile institutions. Yet Britain, France, Switzerland and Scandinavia survived, so the challenge was serious but not final.

Introduction
Wilson promised in 1917 to make the world "safe for democracy", and 1919 brought new republics from Weimar Germany to Poland. Within two decades most had fallen, Huntington's first "reverse wave" (1922-42).
How the Democratic State System Was Challenged
•

Fascist seizures of power

Mussolini's March on Rome (1922) and Hitler's Enabling Act (1933) used constitutional openings to destroy constitutional rule.

•

Spread of authoritarianism

Poland (1926), Yugoslavia (1929), Portugal (1933), Austria (1933-34), Greece (1936) and Spain (1939) fell to dictators, and Japan's militarists overrode party government after 1932.

•

Economic collapse

The Depression left about six million Germans jobless by 1932, and voters turned to parties promising order and work.

•

Fragile institutions

Weimar's Article 48 decree powers, fragmented parliaments and fear of Bolshevism discredited liberal politics.

Where Democracy Held Its Ground
•

Resilient democracies

Britain, France, Switzerland and Scandinavia survived, and the New Deal and Sweden's "middle way" reformed rather than ruptured.

•

Wider franchise

The US Nineteenth Amendment (1920) and Britain's equal franchise (1928) deepened democracy.

•

Colonial demand

India's Government of India Act (1935) led to elected provincial ministries in 1937.

•

Safeguards

India's 44th Amendment (1978) narrowed emergency powers, and Germany's Basic Law (1949) allows bans on anti-democratic parties.

Conclusion
The statement is largely valid: democracy collapsed across most of Europe and in Japan, and its weakness at Munich paved the way to war. Yet its survival in older democracies and spread as a colonial aspiration made the challenge serious but not final.
