2022 · GS Paper 1 · Q5 · 10 marks

Discuss the meaning of color-coded weather warnings for cyclone-prone areas given by the India Meteorological Department.

In short

IMD's colour codes tell people what to do as a cyclone nears: green means no action, yellow means be updated, orange means be prepared and red means take action. The Cyclone Alert, Warning and post-landfall outlook come about 48, 24 and 12 hours ahead.

Introduction
The India Meteorological Department, also the WMO regional cyclone centre for the North Indian Ocean, issues colour-coded warnings that turn a cyclone forecast into an instruction for people and administrators.
What Each Colour Means for a Cyclone
•

Green as the baseline

No adverse weather is expected, so fishing and port activity continue.

•

Yellow with the Cyclone Alert

About 48 hours ahead, fishermen are called back and ports hoist cautionary signals.

•

Orange with the Cyclone Warning

About 24 hours ahead, IMD names the landfall point, wind speed and storm surge, so evacuation and NDRF deployment begin.

•

Red with the post-landfall outlook

About 12 hours before landfall, danger to life is signalled, evacuation is completed and inland districts are briefed.

Why Colour Codes Matter in Cyclone-Prone Areas
•

Impact over intensity

Impact-based forecasts pair hazard with local vulnerability, so one storm may be orange in one district and red in another.

•

Lives saved

Odisha moved over a million people before Fani (2019), and Gujarat reported no direct deaths in Biparjoy (2023).

•

Common language

The same colours cover rain and heatwaves and reach phones through NDMA's SACHET alerts.

•

Persistent gaps

Rapid intensification, as in Ockhi (2017), shrinks lead time, and colours are often misread as rainfall amounts.

Conclusion
Colour codes turn cyclone science into a ladder of action, cutting deaths from about 10,000 in 1999 to a few dozen in storms such as Fani. Village-level impact maps and drills can extend this zero-casualty approach to every coastal district.
