2024 · GS Paper 2 · Q5 · 10 marks

Analyse the role of local bodies in providing good governance at local level and bring out the pros and cons merging the rural local bodies with the urban local bodies.

In short

Local bodies advance good governance through participation, responsive services, accountability and inclusion, while merging rural and urban bodies brings unified planning but risks lost rural schemes and distant councils. Bengaluru's BBMP, formed by merger in 2007, was later split into five corporations.

Introduction
By 2026 about 10.4 crore Indians will live in over 8,600 urban-like settlements still governed as villages (IIHS for the 16th Finance Commission, 2025), sharpening the debate on local governance and merger.
Role of Local Bodies in Local Good Governance
•

Participation

Gram Sabhas (Article 243A) and ward committees (Article 243S) let citizens set priorities, as Kerala's People's Plan Campaign (1996) showed.

•

Responsiveness

Being closest to citizens, local bodies run Eleventh and Twelfth Schedule services such as water and sanitation.

•

Accountability

MGNREGA social audits and council budgets make spending visible to those it affects.

•

Inclusion

Reservation under Articles 243D and 243T has put women in nearly half of Panchayat seats (PIB, 2026).

Merging Rural with Urban Local Bodies
•

Gains in practice

Hyderabad's GHMC (2007) and Bengaluru's BBMP (2007) absorbed surrounding municipalities and villages, letting roads, water and drainage be planned as one system.

•

Risks in practice

Merged villages lose rural schemes and pay higher taxes before services arrive, and the unwieldy BBMP was later split into five corporations under the Greater Bengaluru Governance Act, 2024.

•

Fiscal logic

Urban local body grants rose from about ₹2,000 crore under the 11th Finance Commission to over ₹1.5 lakh crore under the 15th (IIHS, 2025), so merger brings fringe villages into a larger finance stream, though they lose rural grants.

Conclusion
Local bodies deliver good governance only with real funds, functions and functionaries. Merger should be selective and phased, with Gram Sabha consent and metropolitan planning committees under Article 243ZE, so that urbanisation deepens grassroots democracy.
