2013 · GS Paper 4 · Q7 · 10 marks

"The good of an individual is contained in the good of all." What do you understand by this statement? How can this principle be implemented in public life?

In short

The statement, Gandhi's first lesson from Ruskin's Unto This Last, means personal good is secure only when the good of all is secured. Public life implements it through Antyodaya targeting, Nolan's selflessness, social audits under MGNREGA and Gandhian trusteeship.

Introduction
This was the first of three lessons Gandhi drew from John Ruskin's Unto This Last, read on a train to Durban in 1904 and later paraphrased as Sarvodaya, the welfare of all.
Understanding the Statement
•

Interdependence of lives

Health, safety and prosperity depend on others, as COVID-19 showed that no one is safe until everyone is safe.

•

Beyond utilitarianism

Gandhi rejected the "greatest good of the greatest number" because it sacrifices a minority; Sarvodaya counts everyone, especially the last person.

•

Nested good

Personal good lies inside widening circles up to Vasudhaiva Kutumbakam, while ignoring the commons, as Garrett Hardin's tragedy of the commons (1968) shows, harms the individual too.

Implementing the Principle in Public Life
•

Antyodaya in policy

Gandhi's Talisman puts the poorest first, the logic behind the Antyodaya Anna Yojana (2000).

•

Selfless decisions

The Nolan Committee (1995) made selflessness its first principle, requiring officials to act solely in the public interest, never for private gain.

•

Shared ownership

MGNREGA social audits by the Gram Sabha and Indore's citizen-led cleanliness drive, which kept it atop Swachh Survekshan, show participation delivering common good.

•

Trusteeship and duties

The CSR mandate of Section 135 of the Companies Act 2013 and the duties of Article 51A extend the principle to business and citizens.

Conclusion
An individual's good is secure only when the good of all is secured. Public life built on this, with the poorest at the centre, turns governance into Sarvodaya.
