2015 · GS Paper 1 · Q16 · 12 marks

India is well endowed with fresh water resources. Critically examine why it still suffers from water scarcity.

In short

India is well endowed with water, but scarcity persists because rain is seasonal and uneven and because groundwater is over-pumped, farming is wasteful and rivers are polluted. The 2025 national assessment classed 730 of 6,762 groundwater units as over-exploited.

Introduction
India receives about 4,000 BCM of precipitation a year, yet holds about 4% of the world's fresh water for nearly 18% of its people, and only about 1,123 BCM is utilisable (Central Water Commission).
How Real Is India's Water Endowment
•

Genuine abundance

Snow-fed rivers such as the Ganga and Brahmaputra and deep alluvial aquifers give large renewable stocks.

•

Uneven in time and space

Three-fourths of the rain falls in four monsoon months, and the Brahmaputra-Barak basin carries about a third of river flow while western Rajasthan stays dry.

•

Shrinking share

Per capita availability fell from about 1,800 cubic metres in 2001 to about 1,500 in 2011, below the 1,700 stress mark.

Why Scarcity Persists Despite Plenty
•

Groundwater mined

The 2025 national assessment classed 730 of 6,762 units as over-exploited, driven by cheap farm power that rewards pumping.

•

Wasteful farming

Agriculture draws about four-fifths of India's water, often as flood irrigation for paddy and sugarcane in water-short regions.

•

Pollution

The CPCB (2022) listed 311 polluted stretches on 279 rivers, shrinking usable water even where flows exist.

•

Cities and governance

Chennai ran dry in 2019 and Bengaluru rationed water in 2024, while water as a State subject breeds disputes like the Cauvery.

Conclusion
India's endowment is real but seasonal and uneven; its scarcity is largely man-made, a failure of storage, pricing, pollution control and governance. Measuring and budgeting water basin by basin can make a well-endowed nation water-secure, in line with SDG 6.
