Did the Government of India Act, 1935 lay down a federal constitution ? Discuss.

The Government of India Act, 1935 laid down a federal constitution in form but not in substance, since Governor-General overrides, Westminster supremacy and voluntary accession kept it unitary. Its federal part never came into force because too few princely states acceded before suspension in 1939.
