2016 · GS Paper 4 · Q4(a) · 10 marks

"Corruption causes misuse of government treasury, administrative inefficiency and obstruction in the path of national development." Discuss Kautilya's views.

In short

Kautilya saw corruption as a threat to the state itself: it drains the treasury, one of the seven limbs of the state, slows administration and denies the people's welfare. He listed forty ways of embezzlement and prescribed loyalty tests, transfers, spies and rewards to informers.

Introduction
Kautilya held in the Arthashastra that "all undertakings depend first on the treasury", so he treated corruption as a threat to the state itself and analysed it with a realism that still reads like a modern audit manual.
Kautilya on the Treasury and Its Leakage
•

Treasury as a limb

In his Saptanga theory the treasury (kosha) is one of the seven limbs of the state, funding the army, public works and relief, so its plunder weakens every other limb.

•

Forty ways of embezzlement

Book II lists forty methods, such as entering receipts late and falsifying accounts, showing misuse was systematic.

•

Temptation as a constant

Just as one cannot help tasting honey placed on the tongue, an official handling revenue will taste a little of it, so vigilance must be built into the system.

Inefficiency and the Cost to Development
•

Inefficiency

Officials causing loss or delay were fined, and an official who doubles revenue by squeezing the people "eats up the country".

•

Development

"In the happiness of the subjects lies the happiness of the king" made yogakshema the purpose of revenue, so diversion denies development.

•

Remedies and relevance

Upadha tests, transfers, spies and a one-sixth reward to informers prefigure today's vetting, rotation and whistle-blower law; the CAG found ₹968 crore of excess payments in Andhra Pradesh's CFMS in 2024.
