Examine the relevance of the following in the context of civil service: Accountability

In short

Accountability gives an unelected civil service its legitimacy by linking every decision to ministers, Parliament and citizens, and by checking misuse of discretion. Section 17A of the Prevention of Corruption Act, added in 2018, shows it must be balanced with protection for bona fide decisions.

Introduction
Accountability is the obligation of a public servant to answer for decisions, actions and outcomes. An unelected civil service is legitimate only when it is answerable to the people through their representatives.
Relevance of Accountability in Civil Service
•

Democratic chain

Under Article 75(3) ministers answer to the Lok Sabha and civil servants answer to ministers, linking every file noting to the voter.

•

Checking corruption

The Prevention of Corruption Act, 1988 (amended 2018), the CVC and the Lokpal under the 2013 Act act as legal sanctions on misuse of discretion.

•

Citizen-centric delivery

Proactive disclosure under Section 4 of the RTI Act, 2005, citizen's charters and CPGRAMS let citizens hold a named office to a standard.

•

Citizens as auditors

MGNREGA social audits under Section 17, pioneered by Andhra Pradesh's SSAAT, let the Gram Sabha verify wages and works directly, the strongest form of downward accountability.

Accountability Balanced with Autonomy
•

Answerable, not fearful

Fear of the "four Cs" breeds policy paralysis, so Section 17A (2018) requires prior approval before probing bona fide decisions; T.S.R. Subramanian (2013) asked officers to record oral instructions.

•

Moral sanction

Legal sanction works from outside, but self-accountability to one's conscience, as Gandhi's talisman asks, holds even where no audit reaches.

Conclusion
Accountability turns the discretion of the steel frame into a public trust. Balanced with autonomy and rooted in conscience, it keeps the civil service answerable to the Constitution and the citizen rather than to power.
