2026 · GS Paper 4 · Q4(b) · 10 marks

Efficiency is doing things right, while effectiveness is doing the right thing. How do you strike a balance between the two to enhance productivity?

In short

Balance comes from fixing the right goal first and then pursuing it with the least waste, measuring outcomes rather than outputs and correcting course. Outcome budgeting (2005) and NITI Aayog's Output-Outcome Monitoring Framework tie schemes to outcomes, not just outputs.

Introduction
Peter Drucker (1967) separated efficiency, the economy of means, from effectiveness, the choice of right ends. Productive public service needs the right goal reached with the least waste, and Gandhi's insistence on pure ends and means adds the ethical edge.
Why Either Alone Falls Short
•

Efficiency without effectiveness

Toilets built fast do not ensure health unless used, hence the Swachh Bharat Mission's shift to ODF Plus in 2020; speed alone is value blindness, technical efficiency overriding judgment.

•

Effectiveness without efficiency

Right goals delivered wastefully leak scarce money and trust, as welfare spending did before Direct Benefit Transfer removed duplicate and fake beneficiaries.

•

Targets distorting means

Deadline pressure can cause ends-means inversion, excluding genuine beneficiaries to meet numbers, efficient on paper and unjust in fact.

Striking the Balance
•

Fix the right goal first

Outcome budgeting (2005) and NITI Aayog's Output-Outcome Monitoring Framework tie schemes to outcomes, not outputs.

•

Then optimise the means

E. Sreedharan's Delhi Metro finished its first phase ahead of schedule while serving a clear public-transport goal, and PRAGATI reviews (2015) cut delays once priorities were set.

•

Measure and correct

The Aspirational Districts Programme (2018) ranks outcomes regularly, and Mission Karmayogi's training builds the prudence to know when speed must yield to fairness.

Conclusion
Effectiveness sets the direction and efficiency sets the pace, and direction must come first. An officer who chooses the right goals, pursues them economically and keeps fairness in view delivers governance that is both productive and just.
